【摘要】:Theprimaryobjectiveofthisverificationguideistodeterminethex201C;airpollution-preventionpotentialx201D;(possiblereductioninVOCorHAPemissions)offactory-appliedliquidcoatings.Theoverallobjectiveofthisguideistoverifytheabovepollution-preventioncharacteristicsandbasicperformancecharacteristicsofliquidcoatingtechnologies.Useofthisguidecanincreaseacceptanceofmoreenvironmentallyfriendlytechnologiesforproductfinishingwithanaccompanyingreductioninemissionstotheatmosphere.Thespecificobjectivesofthisguideareto(1)quantifytheVOCandHAPcontentofliquidcoatingsand(2)verifythebasicqualityanddurabilityperformanceofthesecoatings.Theprimarycriteriaforverificationofliquidcoatingswillbe:3.3.1ConfirmthatuseofthecoatingwillsignificantlyreduceVOCandHAPcontentoremissions(orboth)duringapplicationorcure,orboth.3.3.2Confirmthatthecoatingcanprovideanacceptablefinish(appearance,hardness,flexibility,etc.)fortheintendedenduse.Thetestresultsfromthisguidecanprovidetopotentialusersthebestdataavailabletodeterminewhetherthecoatingwillprovideapollution-preventionbenefitwhilemeetingthefinishqualityrequirementsforitsintendeduse.Thisguideintendstosupplyenduserswithunbiasedtechnicaldatatoassisttheminthisdecision-makingprocess.Thequantitativeairpollution-preventionpotentialdependsonamultitudeoffactors;therefore,theliquidcoatingsaretobeappliedinaccordancewiththecoatingvendorx2019;sinstructionsandtheresultingverificationdatareflectonlythespecificconditionsofthetest.Toquantifytheenvironmentalbenefit(airpollution-preventionpotential),atesttoquantifytheVOCorHAPemissionsfromthenewliquidcoatingswillbeconductedandcomparedtodataforexistingcoatingstypicallyusedinthetargetindustry.1.1Thisguideprovidesagenerictestingproceduretoverifytheairpollution-preventioncharacteristicsandbasicpropertiesofliquidcoatingsappliedtometal,plastic,wood,orcompositesubstratesinafactory/manufacturingenvironment.Thusitmaybeusedtoevaluatetheseliquidcoatingstoverifytheirvolatileorganiccompound(VOC)andorganichazardousairpollutant(HAP)contentaswellasbasicperformanceproperties.1.2ThisguideisadaptedfromaprocedureusedbytheUSEnvironmentalProtectionAgency(EPA)toestablishthirdpartyverificationofthephysicalpropertiesandperformanceofcoatingsthathavepotentialtoreduceairemissions.ThedatafromtheverificationtestingisavailableontheinternetattheEPAsEnvironmentalTechnologyVerification(ETV)Programwebsite(http://www.epa.gov/etv/centers/center6.html)underthe"P2InnovativeCoatingsandCoatingEquipmentPilot."1.3ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesandtodeterminetheapplicabilityofregulatorylimitationspriortouse.
